Pres Marcos urged to appoint next NBI director from incumbent bureau officials

President Marcos has been urged to select and appoint the next director of the National Bureau of Investigation (NBI) from among the agency’s incumbent officials.
The plea was aired by the NBI Retirees and Ex-Employees Association, Inc. (REXEAI) in a letter sent to the President last Aug. 28 by its president lawyer Ricardo A. Diaz.
The letter told the President: “Appointing an insider would not only ensure stability and continuity stability and continuity in the bureau’s operations but it would also encourage and inspire the rank-and-file personnel to elevate their performance aligning with the intent of the law to professionalize the bureau and enhance its effectiveness.”
NBI Director Jaime B. Santiago submitted his resignation in a letter to the President last Aug. 15. The President has yet to act on Santiago’s resignation. In the meantime, Santiago continues to discharge his functions as director.
In REXEAI’s letter, Diaz – who served as head of the NBI National Capital Region (NBI-NCR) among his other positions in the bureau -- cited that the appointment of an official from the agency is in the spirit of Republic Act (RA) 10867, the NBI Reorganization and Modernization Act of 2016.
Diaz said that among those who are most qualified as NBI director are Deputy Director Jose Justo S. Yap and Deputy Director Antonio Pagatpat.
“Both of them are esteemed career officials who possess all the qualifications and have dedicated themselves in the service of the NBI with unwavering integrity and commitment,” he said.
He also said that Yap is a certified public accountant and lawyer who has served at the NBI for 35 years, while Pagatpat, who is also a lawyer, has served the bureau for 35 years with three more years left in the service.
In his resignation letter, Santiago – a former policeman, prosecutor and trial court judge -- told the President that his “detractors and those who have sinister interest in my position incessantly make moves to blemish my reputation.”
“I cannot allow this seemingly orchestrated move to blacken my reputation which I molded through the years,” he also said.
