Mayor Vico backs Iloilo mayor in probe of flood control projects

Pasig City Mayor Vico Sotto on Tuesday, Aug. 12, expressed support for Iloilo City Mayor Raisa Treñas in backing the ongoing investigation into what President Marcos Jr. earlier described as “disturbing” findings regarding flood control projects nationwide.
Sotto made the statement following a Facebook post by Treñas about St. Timothy Construction Corp. and Alpha & Omega General Contractor & Development Corp. -- two firms ranked among the top five contractors for flood control projects nationwide. These companies are currently handling major flood control projects in Iloilo, with the Iloilo City District Engineering Office (ICDEO) serving as the implementing agency.
The St. Timothy Construction Corp. and Alpha & Omega General Contractor & Development Corp. are among the companies that President Marcos Jr. included in his list of the Top 15 contractors who secured 20 percent of the P545 billion flood control projects across the country.
Sotto shared Treñas’ post and captioned it: “As per Iloilo City Mayor Raisa Treñas, may problema rin ang 4 flood control projects ng Discaya companies sa kanila. Nasa 120-150M ang bawat proyekto—total P570M (The four flood control projects handled by the Discaya companies in their city also have problems. Each project is valued between P120 million and P150 million, totaling around P570 million).”
Treñas cited four flood control projects in the city handled by the two companies, which she described as “either non-functional, causing flooding, or, in some cases, practically non-existent.”
“I fully support the ongoing investigation initiated by President Marcos Jr. into these contractors and their projects. The Iloilo City Government, under my administration, will cooperate fully and provide all information necessary to aid this process,” she said.
“Flooding has brought severe and repeated suffering to our communities, especially during heavy rains and typhoons. If there are delays, deficiencies, or any misuse of public funds, the people of Iloilo City have the absolute right to know, and those responsible must be held to account without fear or favor,” she added.
Sotto urged the public, “Kung gusto natin ng mas maayos na kinabukasan para sa ating bayan, panagutin natin ang mga taong nasa likod nito. Putulin na natin ang siklong ito! (If we want a better future for our country, we must hold those responsible accountable. Let us break this cycle now!)”
Earlier, Sotto called out the Discaya family after the discovery of their connection to multiple flood control projects disclosed by President Marcos in a press briefing in Malacañang, saying that the two companies are owned and controlled by the Discayas.
Sotto and Sarah Discaya were rivals in Pasig City's mayoral race during the 2025 midterm elections. Sotto eventually won his third and final term as city mayor.
Sotto said in his Facebook post, “You may have noticed that Alpha & Omega is Top 2 and St. Timothy is Top 3; these companies, along with others, including ST. GERRARD, are all owned and controlled by the Discayas.”
“Ngayon, unti-unti nang nalalaman ng taumbayan ang buong katotohanan (Now, the people are slowly knowing the whole truth),” he added.
The mayor revealed how the so-called "6 stages of corruption" work, based on statements of those personally involved in it.
He then vowed to do the local government’s part to expose and end the systematic practices of corruption.
‘Not to accuse them’
Meanwhile, Malacañang said that President Marcos' intention in revealing the 15 contractors was not to accuse them of anything yet.
Palace Press Officer and Communications Undersecretary Claire Castro said it was because they have the most projects under their belt. Thus, the projects under them would be inspected, assessed, and checked to see if they are indeed existing.
The Palace official also said that the 15 contractors are not yet blacklisted. Their projects, however, will be subject to assessment—whether the projects are existing or operational, and if they are effective.
