Marcos names Juan as new ERC chief; 2 commissioners also appointed

President Marcos has appointed energy sector veteran Francis Saturnino Juan as chairperson of the Energy Regulatory Commission (ERC), following the resignation of Monalisa Dimalanta, Malacañang announced Thursday, July 17.

In a press briefing, Communications Undersecretary Claire Castro said Juan’s appointment will take effect on Aug. 8.
“Chairperson Juan will steer the ERC toward more efficient, transparent, and pro-consumer decision-making,” she said.
“We are confident that Chairperson Juan’s deep institutional knowledge and leadership will ensure a smooth transition,” she added.
Juan, who previously served as ERC executive director and general counsel, is currently president of the Independent Electricity Market Operator of the Philippines. He played a key role in operationalizing the Wholesale Electricity Spot Market and advancing renewable energy development through tariff reforms.
Two new commissioners
Joining Juan are newly appointed ERC commissioners, lawyers Amante Liberato and Paris Real, who will assume office effective immediately.
Liberato currently serves as Deputy Executive Secretary for Finance and Administration at the Office of the President. A lawyer and certified public accountant, he previously worked with the Commission on Audit (COA) and held consultancy roles in both legislative and executive agencies.
Real, meanwhile, is a seasoned litigator with over two decades of experience, including more than 10 years of active participation in major ERC regulatory proceedings. He is known for his advocacy on consumer protection and strengthening of quasi-judicial processes.
“These appointments reflect the President’s commitment to energizing the ERC with leaders who uphold integrity, transparency, and public service,” Castro said.
Meanwhile, Castro extended Malacañang’s gratitude to outgoing chairperson Dimalanta, lauding her “dedicated service to the commission and the Filipino people.”
Dimalanta is stepping down to return to private practice after serving as ERC chief since 2022.
