A Chinese man, who is wanted in his country for alleged online gambling and telecommunications fraud, has been arrested at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Friday, July 11.
BI Commissioner Joel Anthony M. Viado identified the arrested foreigner as Lou Wenchao, 24, who was intercepted by immigration officers last June 28 at the NAIA before he could board his flight to Cambodia.
The BI said that Luo is the subject of a red notice issued by the International Criminal Police Organization (Interpol) in 2024.
It said that Luo is wanted by the Hanshan County Public Security Bureau in Anhui Province, China for violating laws on credit card management.
It also said that Luo, along with accomplices, allegedly purchased more than 18,700 sets of bank card kits in violation of state regulations and reportedly used the cards in criminal operations such as online gambling and telecommunications fraud.
Lou is currently detained in the BI’s detention facility in Taguig City while awaiting deportation.
“We remain firm in enforcing the law and protecting our country from criminal elements who think they can operate here with impunity,” Viado said.
