World Bank to fund MILF reintegration efforts in Lanao provinces
The World Bank will finance a United Nations (UN)-led project in the Philippines aimed at reintegrating former rebels belonging to the Moro Islamic Liberation Front (MILF).
Documents showed that the Washington-based multilateral lender’s board is expected to approve on Aug. 29, 2025, the UN Development Program’s (UNDP) Unifying Pathways, Linkages and Inclusive Facilitation of Transformative Services for Decommissioned Combatants (UPLIFT DC), which will be implemented in the provinces of Lanao del Norte and Lanao del Sur.
UNDP is both the borrower and implementing agency for this upcoming investment project financing (IPF). It has a total project cost of $2 million, or over ₱114 million.
This project aims to “improve the case management and reintegration interventions for decommissioned combatants (DCs) of the MILF,” specifically in the two Lanao provinces, the World Bank said.
Also, the project is aimed at increasing the access of DCs—including women DCs—to income-generating opportunities, the document read.
The World Bank said that these provinces in the southern Philippine island of Mindanao are “still considered conflict-affected areas.” Lanao del Norte belongs to Northern Mindanao region, while Lanao de Sur is part of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
“A total of 7,420 DCs or 28.38 percent of the 26,145 DCs are currently located/residing in said provinces and delivery of the socioeconomic services under the normalization program has been delayed,” the World Bank noted.
According to the World Bank document, the project consists of three main components aimed at supporting the reintegration of MILF DCs.
First, it will establish and operationalize the UNDP-developed Decommissioning, Reintegration, Assistance Management-Information Management System (DREAM-IMS), a centralized but customizable IMS for program monitoring and decision-making, the World Bank said.
Second, it will strengthen the case management system through harmonized guidelines, training, and capacity building for case managers to ensure responsive services, the lender added.
Third, it will deliver socio-economic support through livelihood assistance, cooperative development, and technical/vocational (TechVoc) training in the two Lanao provinces, according to the World Bank.
Also, life skills training, including financial literacy, will be integrated across all interventions to support sustainable reintegration of former MILF DCs, the World Bank said.
