DepEd-San Fernando City, La Union bars back packs in public schools

SAN FERNANDO CITY, La Union – The Department of Education here has implemented a no back pack and school bag policy in line with measures to promote safety and support effective learning conditions in public schools.
Schools Division Superintendent Shiela Marie Primicias recently issued Division Memorandum No. 206, Series of 2025, imposing the ruling under the Bantay Paaralan Ligtas Kabataan program.
According to the memorandum, students shall not be allowed to use or bring backpacks upon entering school premises.
Primicias said this is based on the rationale that homework is
no longer assigned and textbooks and other instructional materials are to be left inside classrooms.
The measure is also for the safety of students.
Primicias said backpacks and bags may provide an opportunity for concealing prohibited items such as vapes, cigarettes, and deadly weapons that pose potential risks to the safety and security of the school community.
Students are encouraged to use a small pouch bag.
The La Union National High School here said they support the policy as it promotes safety, health, and convenience for learners.
Primicias directed public elementary and secondary school heads to orient parents on the policy.
