SAN FERNANDO CITY, La Union – The Civil Service Commission (CSC)-Regional Office 1 (Ilocos) has formally awarded the Certificate of Registration of the Collective Negotiation Agreement (CNA) to the La Union Provincial Government Employees Organization (LUPGEO).

The awarding of the CNA certification was held during the first Monday flag-raising ceremony on June 2 at the Provincial Capitol Grounds here.
CSC-Regional Office 1 Assistant Regional Director Cornelia M. Rillera, CSC La Union Provincial Director Romulo V. Nabua, and CSC Human Resource Specialist Rainier G. Repollo handed over the certification to Gov. Raphaelle Veronica “Rafy” Ortega-David and LUPGEO officials led by President Jocelyn G. Mangibin.
The CNA serves as a formal agreement that upholds the rights, benefits, and interests of government workers while fostering a healthy and productive work environment.
With the CNA in place, over 2,000 qualified PGLU employees are now assured of an annual CNA bonus supported by clear legal grounds.
Ortega described the CNA as her final gift to PGLU employees before she steps down from office.
“Before I leave, I want to make sure I leave something for our employees here in La Union –something that will secure the additional incentives that each one of you truly deserves at the end of every year," she said.
