The Coordinating Council of Private Educational Associations (COCOPEA), widely recognized as the unifying voice of private education in the country, led the call to retain Angara.
In an official statement issued on Monday, May 26, COCOPEA highlighted Angara’s “deep commitment to education reform, public-private collaboration, and evidence-based policymaking.”
Angara was appointed DepEd Secretary in July 2024, following the resignation of Vice President Sara Duterte from the position.
Angara’s education reforms and collaborative leadership lauded
COCOPEA praised Angara’s leadership in implementing the Public-Private Complementary Framework, a key initiative aimed at addressing persistent challenges in the Philippine education system. The framework promotes strategic partnerships between public and private education sectors.
“His leadership has been instrumental in advancing the Public-Private Complementary Framework, which aims to address longstanding challenges in the Philippine education system through strategic partnerships and shared responsibilities,” COCOPEA said.
The group also cited the development of a three-year action plan for public-private complementarity under Angara’s guidance, as well as initiatives to improve learning outcomes for Filipino students across all sectors.
“His approach has not only strengthened the relationship between DepEd and private educational institutions but also laid the groundwork for systematic reforms aimed at improving learning outcomes for all Filipino learners,” COCOPEA added.

COCOPEA urged President Marcos to retain Angara to ensure stability and continuity within the education department.
“Continuity in leadership is crucial to maintaining the momentum of reforms and ensuring that the collaborative efforts between the public and private sectors continue to thrive for the benefit of the nation’s educational landscape,” the group said.

Angara’s track record in education advocacy
Before his appointment as DepEd Secretary, Angara was known for his long-standing advocacy for education.
As a legislator, he championed laws that expanded scholarships, improved teacher training, and increased public education budgets.
His 10-month tenure at DepEd was guided by a 5-Point Agenda designed to tackle both persistent and emerging challenges in basic education.
The Agenda prioritized fostering a supportive learning environment, safeguarding teachers’ well-being, enhancing the efficiency of diverse learning methods, and equipping students with the skills needed for a future-ready workforce.
In a statement on May 22, Angara confirmed that he had submitted his courtesy resignation and noted that the “greatest honor” of his public life was to serve the Filipino people as Education Secretary.
“I extend my sincere gratitude to the President for the opportunity to serve in his Cabinet,” Angara said.
