The Commission on Elections (Comelec) said on Wednesday, May 14 that it is aiming to proclaim both the winning senators and the first batch of party-list groups on the same day, with the schedule still dependent on the discretion of the poll body's en banc sitting as the National Board of Canvassers (NBOC).
Comelec sees no reason for partial proclamation of winning senators

Speaking during a press briefing, Comelec spokesperson Atty. John Rex Laudiangco said the Commission en banc intends to follow a similar approach to the 2022 elections, where all 12 senators were proclaimed in one event and party-list winners followed shortly after.
“Kung gagawin po natin senators in the morning, baka sa hapon meron na rin po tayo (If we proclaim the senators in the morning, we might already have the party-list proclamation by the afternoon),” he said.
He noted that the initial batch of party-list winners, particularly those who reached the 2 percent vote threshold and are guaranteed at least one seat, may be identified and proclaimed sooner than the rest.
“Makakuha ka ng 2 percent, more or less, kita na po natin...Pero yung final tally ng buong 63 [seats], we really have to wait for the total number of party-list votes (If you get 2 percent, more or less, we can already see that... But for the final tally of all 63 [seats], we really have to wait for the total number of party-list votes),” he added.
Despite this, Laudiangco emphasized that the pace of canvassing has been “unprecedented,” stating that this election is perhaps "history in the making" with how fast the results are being consolidated. He said only a few remaining results are being awaited, which may allow for a full proclamation without the need for a partial one.
“At the rate that we’re going, wala po kaming nakikitang reason bakit kailangan pa nating hatiin (At the rate that we’re going, we don’t see any reason why we would still need to split the proclamation),” Laudiangco said, referencing past moves to separate the proclamations. “Konting-konti na lang hinihintay natin (We’re only waiting for a very small number [of results]).”
He also stressed the importance of holding the proclamation in a single venue to honor the preparations made by the poll body and to give due recognition to the winning candidates.
Meanwhile, Laudiangco expressed his gratitude towards President Marcos and Vice President Sara Duterte for respecting the election results, saying this affirms the credibility and success of the 2025 polls.
“Kami po ay natutuwa sa ating Pangulo, sa ating ikalawang Pangulo sa mga pahayag nila na bukas sa loob nilang tinatanggap ang resulta ng halalan. So ito ay nagva-validate ng lahat ng efforts po (We are pleased with our President and Vice President for their statements openly accepting the results of the election. This validates all the efforts we’ve made),” he said.
The official proclamation of winning candidates is expected to happen within the week, once the NBOC finalizes the few remaining certificates of canvass. As of writing, the canvassing of votes continues and Comelec has so far officially received 58 out of 175 certificates of canvass (COCs).
