BI Commissioner Joel Anthony Viado identified the arrested foreigner as  Chinese national Jiang Shan, 32, who has been tagged as the person who kicked and killed a sleeping cat in the Ayala Triangle Gardens in Makati City.

“Filipinos are known to be very hospitable to our guests. But guests should not come to our houses kicking our pets,” Viado stressed.

He said that Jiang was arrested at his residence in Barangay (village)  Palanan in Makati City last March 10 by BI operatives after his records revealed the foreigner has been an overstaying tourist.

“His cruel action led the BI to conduct checks on his records, and now he’s detained to be deported,” he also said.

Records of the BI show that Jiang arrived in the Philippines on May 2023 but has not extended his visa since September 2023.

Jiang is currently detained at the BI’s detention facility in Taguig City pending deportation.

The BI said “Jiang went viral after kicking a community cat named ‘Ken,’ who was peacefully resting on a walkway.”
