Chinese arrested for 'illegal practice' of medicine


A Chinese national has been arrested in Paranaque City for allegedly engaging in illegal practice of medicine, the National Bureau of Investigation (NBI) said on Friday, Sept. 6.

The arrested foreigner was identified as Xu Yisheng, who was apprehended last Aug. 29 during an entrapment operation conducted by operatives of the NBI Special Task Force (NBI-STF) at his condominium unit in Paranaque City.

“Verification made with the Professional Regulation Commission under the names of Xu Yisheng and/or XU XINGZHE revealed that Subject is not a licensed physician/nurse/ or medical technologist registered with the PRC,” said the bureau. 

“Therefore, Subject is not authorized to practice medicine in the Philippines,” it said. 

It also said it conducted the entrapment operation after receiving a complaint that "the Chinese national was engaged in medical malpractice, offering medical services to Chinese clients for a fee.”

The arrested Chinese national will be charged with violation of Republic Act (RA) 2382, the Medical Act of 1995, and estafa under Article 315 of the Revised Penal Code (RPC), as amended.
