NBI arrests 12 Chinese nationals 'engaged in online scams'

Twelve Chinese nationals, who have been caught in the act of operating online scams and who have been found detaining a worker to do illegal activities, have been arrested, the National Bureau of Investigation (NBI) said on Friday, August 9.

Those arrested were identified by the NBI as Xie Dong Da, Yang Hang, Yu Shuan, Raymond Lau Lik Wan, Chai Ming How, Zhang Long, Ke Lin Chen, Jiang Ming, Ou Shou Zhou, Li Shi Jie, Wang Chao Jie, and Gan Chang Fu.

The arrests were done last August 6 by operatives of the NBI Special Task Force (NBI-STF), in coordination with the Manila Police District (MPD), in Ermita, Manila where they served a Warrant to Search, Seize, and Examine Computer Data (WSSECD) that was issued by Manila Regional Trial Court RTC).

“Arrested Subjects were presented for inquest proceedings for violations of Section 4[b][2] (Computer Related Fraud) of Republic Act No. 10175; and Articles 263 and 267 (Serious Physical Injuries and Serious Illegal Detention) of the Revised Penal Code, as amended,” the NBI said. 

It also said it conducted the operation after receiving information about the activities of the Chinese from a male complainant who claimed he was being forced to work as an online scammer.

“Complainant refused to do the work so he was beaten and assaulted by the Chinese assailants,” it added.  

The complainant was released after paying P300,000 of the P500,000 that was demanded from him, the NBI said.

“Upon paying said amount, complainant was released and was threatened that if he would report the incident to the authorities, someone would be ordered to kill him,” it said.
