A Chinese national who was caught urinating in public by members of the Pasay City Police MOA Substation was arrested for possession of drug paraphernalia on Friday, August 23.
The Southern Police District (SPD) identified the suspect as "Huang," 33. He was arrested at around 12:30 a.m. at the CBP Compound, Coral Way, Pasay City.
The police said police officers were conducting a routine anti-criminality patrol when they spotted the suspect urinating in public which is in violation of City Ordinance no. 1572.
Upon seeing the officers approaching him, Huang attempted to flee and resisted them.
During the conduct of procedural body search, the police found several drug paraphernalia from Huang which include a small plastic bag, an improvised glass pipe, and a plastic bottle.
The suspect was detained at the police custodial facility after his arrest and charged for violation of Pasay City Ordinance No. 1572 (Urinating in Public Place), Article 151 of the Revised Penal Code (Resistance and Disobedience to a Person in Authority), and Section 12, Article II of Republic Act 9165 (Possession of Drug Paraphernalia).
