Lawyer, Alice Guo met personally Aug. 14 in Bulacan when counter-affidavit was notarized


Bulacan Provincial Prosecutor Ramoncito Ocampo on Tuesday, August 20, said that Atty. Elmer Galicia, who notarized the counter-affidavit of dismissed Mayor Alice L. Guo of Bamban, Tarlac, personally met with her last August 14.

Based on Ocampo's statement, Guo was still in the Philippines last August 14 when the counter-affidavit that was filed before the Department on Justice (DOJ) was notarized by Galicia.

The personal meeting of Galicia and Guo last August 14, as certified to by Provincial Prosecutor Ocampo, was based on a conversation with Galicia. As such, this debunked reports that the former mayor has been abroad since July.

Ocampo accompanied Galicia, a former legal officer of San Jose del Monte City in Bulacan, to the DOJ to shed light on the notarization of Guo's counter-affidavit.

“Nagka-usap sila (Galicia and Guo) ni Alice Guo doon sa baba ng kanyang (Galicia's) opisina (He talked to Alice Guo at his office),” said Ocampo.

Quoting Galicia, Ocampo said Guo arrived aboard a Land Cruiser at the office of the lawyer in San Jose Del Monte City in Bulacan last August 14 for the notarization of her counter-affidavit on the qualified trafficking in persons filed against her.

Guo's lawyers submitted the counter-affidavit at the DOJ last Friday, August 16.

“Nakita n’ya at nagpresenta ng driver’s license si Alice Guo sa kanya  (Galicia saw Guo who showed her driver’s license) and then he notarized the counter-affidavit which was submitted to the DOJ for preliminary investigation,” said Ocampo.

Ocampo explained he decided to reach out to Galicia after learning that the lawyer’s name was dragged into the controversy.

“S’ya (Galicia) naman, he volunteered to go with us para magbigay ng kanyang side (He volunteered to go with us to give his side),” he also said.

During the visit at the DOJ, Ocampo said Galicia also met with investigators of the National Bureau of Investigation (NBI).

“He (Galicia) committed to submit an affidavit pertaining to that incident that took place on August 14, 2024,” he added.
