Is Davao City 1st district Rep. Paolo Duterte the equivalent of a rare Pokémon in the House of Representatives?
Members of the House "Young Guns" bloc discussed this about Rep. Duterte during a press conference Tuesday, Aug. 13.
The topic was brought up indirectly after Taguig City 2nd district Rep. Amparo Maria "Pammy" Zamora said that she was "excited" to engage with the Davao congressman regarding the latter's measure espousing mandatory random drug testing of government officials.
This gives the impression that the one-time presidential son isn't regularly seen in the House. The random drug testing proposal is embodied in House Bill (HB) No.10744.
"Excited talaga ako kasi siguro hindi ko lang siya nakakasabay sa mga hearing (I'm really excited because I don't think we go to the hearings together)," Zamora clarified.
"Posibleng iba yung mga committee na kinabibilangan ko at kinabibilangan niya kaya excited naman po ako na na pag tinalakay tong bill na to ay makasama naman siya," said the assistant majority leader.
(It's possible that we belong to different committees, that’s why I'm excited to work with him once this bill is tackled.)
Asked point-blank by this reporter if "Pulong" was a common sight in House plenary or at committee hearings, Davao-based Puwersa ng Bayaning Atleta (PBA) Party-list Rep. Margarita “Atty. Migs” Nograles answered in the negative.
"Personally, I haven’t seen him here [or] in Davao...pati sa Davao hindi ko nakikita rin yun, gusto ko nga sana eh," said Nograles.
(Even in Davao I don't see him, I actually want to.)
The House deputy majority leader then returned the question to the media members and asked if they've seen Rep. Duterte lately.

"Nakita niyo na ba? Tumatawa kayo, tinatanong ko kayo (Have you seen him? You're laughing, I'm asking you)."
Another Young Gun from Mindanao, Davao Oriental 2nd district Rep. Cheeno Almario, shared details of a rare encounter with Rep. Duterte.
"We are seated relatively close, I have seen him once, a few months ago," he said. Almario couldn't say if the interaction happened this year or in 2023.
He said that Rep. Duterte's seat was "vacant" during President Marcos' State of the Nation Address (SONA) last July 19. The seat would eventually be used by a "former congressman", he said.
