'Idepensa, wag ipasa sa iba': Nograles sounds off on Cong Duterte's random drug testing bill

House Deputy Majority Leader Puwersa ng Bayaning Atleta (PBA) Party-list Rep. Margarita “Atty. Migs” Nograles says Davao City 1st district Rep. Paolo “Pulong” Duterte had better show up and personally defend his controversial bill for the mandatory random drug testing of government officials.
Nograles threw down the gauntlet so to speak during a press conference Tuesday, Aug. 13 wherein she commented on Rep. Duterte’s House Bill (HB) No.10744.
"If you are the author of a bill, you really have to show up, defend it, and explain why you want it to pass—first to the committee members, and then in plenary for the majority of the House members to support it," Nograles said.
"So, kailangan talagang pumasok, pumunta doon, at idepensa ang bill to the best way that a legislator can,” stressed the lawyer-congresswoman from Davao.
(So you really need to show up for work, go to the committee, and defend the the best way that a legislator can.)
"You have to be able to attend the committee hearing and not pass it on to someone else. So if this is his bill, we respect it. It will go through the process," added the administration congresswoman.
Rep. Duterte's measure covers elected and appointed officials of public offices, including the President of the Republic of the Philippines.
The bill also encourages institutionalizing voluntary random drug testing of candidates for electoral posts within 90 days prior to Election Day, amending for the purpose Republic Act (RA) No.9165 or the Comprehensive Dangerous Drugs Act of 2002.
Nograles further said: "Sana lang the intent is good para sa kabutihan ng taong bayan (I just hope the intent is good, and is for the good of the people) because we are legislators to file bills for the betterment of the Filipino people. At hindi para mang-asar or mang-single out or use your position to do things na may personal aspect po."
(This shouldn't be done to assail or single out someone or use your position to do things with a personal aspect.)
"So yun, sana po madepensa niya at magpakita po siya dito sa Kongreso (So there, I hope he defends it and that he shows up here in Congress)," she added.
Rep. Duterte is the son of former president Rodrigo Duterte.
