American, Chinese 'fugitives' arrested -- BI


Two foreign fugitives wanted in their respective countries were arrested by operatives of the Bureau of Immigration (BI) last Wednesday, July 3,

The BI identified them as American Mark Andrew Balwin, 50, and Chinese Deng Hongfu, 32, who were arrested during operations conducted by the bureau's Fugitive Search Unit (BI-FSU) in Las Pinas City and Paranaque City, respectively.

They were arrested based on mission orders issued by BI Commissioner Norman Tansingco.

“A warrant for Deng’s arrest was reportedly issued by the public security bureau in Chibi City, China where he was charged for running an illegal business by selling shares of stocks without the proper permit since 2018,” the BI said.

It also said that Deng "is in the wanted list of the BI which issued watchlist and blacklist orders against him early this year for being an undesirable alien."

Deng, who has been in the Philippines since March 8, 2019, is “an undocumented alien due to the cancellation of his passport by the Chinese government," it added. 

In the case of  Baldwin, the BI said "the American was issued an arrest warrant by a superior court in Cherokee county in Georgia after he was charged with gun possession by a convicted felon.”

Baldwin "is also an undocumented alien as a result of the revocation of his passport by the United States government,” it noted.  

The two arrested foreigners are now detained at the BI's facility inTaguig City pending their deporation.
