United States President Joe Biden has extended his sympathy to Filipinos ravaged by Super Typhoon Carina and the enhanced southwest monsoon that hit the Philippines last week.

US Secretary of State Antony Blinken relayed Biden's message during his courtesy call to President Marcos at the Malacañan Palace on Tuesday, July 30.
Blinken also expressed that the US may offer assistance to those affected by the super typhoon.
"Let me just start by sending our deepest condolences to all the victims of the recent typhoon and to say again, anything we can do to be of assistance, we welcome doing that,” Blinken told Marcos.
He said they are “very, very pleased” to visit the Philippines, and extended the greetings of President Biden and Vice President Kamala Harris.
US Defense Secretary Lloyd Austin III also offered his condolences for those who have been affected by the storm.
According to the National Disaster Risk Reduction and Management Council (NDRRMC), 36 people died due to the combined effects of habagat, Super Typhoon Carina and Tropical Depression Butchoy.
Affected persons due to habagat, Carina, and Butchoy also increased to 4,553,752 individuals or 1,240,090 families. All 17 regions in the country were affected by the three weather systems, NDRRMC said.
Blinken and Austin are in Manila to attend the 2+2 Dialogue hosted by Department of Foreign Affairs (DFA) Secretary Enrique Manalo and Department of National Defense (DND) Secretary Gilberto Teodoro Jr.
According to the DFA, the four secretaries are set to engage in further enhancing the two nations’ commitment to the Philippines-US alliance while enabling a common program in support of the rules-based international order, enhanced economic ties and broad-based prosperity, as well as solutions to evolving regional and global security challenges.
