BuCor gets P9.2-B in 2025 National Expenditure Program

The Bureau of Corrections (BuCor) said it has been allotted P9.2 billion in the 2025 National Expenditure Program (NEP) which would be used for hiring of personnel, maintenance of about 55,000 persons deprived of liberty (PDLs) and construction of additional facilities.

Director General Gregorio Pio P. Catapang Jr. said on Friday, July 12, the 2025 BuCor budget is 22.41 percent higher than the bureau's allotment for 2024 of P7.5 billion.

Catapang said the increase in the budget would be used for the recruitment and training of additional personnel, such as correctional officers, healthcare professionals, and support staff, to guarantee sufficient supervision and delivery of vital services.

He said the recruitment of personnel would address the disparity in the ratio of corrections officers and inmates which is at one correctional officer for every 26 PDLs as of Jan. 31, 2024.

“This data motivates the agency to continuously strive for a higher custodial personnel ratio to PDL of one corrections officer for every seven PDLs, as well as a reformation personnel-to-inmate ratio of one for every 24 PDLs as mandated by Rule IX, Section 10 of RA (Republic Act) 10575, the Bureau of Corrections Act of 2013," he also said. 

He added that BuCor will be hiring 1,000 personnel in 2025 for the position of Corrections Officer 1. Currently, BuCor has 6,451 uniformed personnel and 682 unfilled uniformed personnel positions.

At the same time, Catapang said the funding requirements for maintenance of PDLs has reached P1.8 billion and provision for their transfer to prison facilities at P288 million.

The BuCor has been transferring PDLs from the congested New Bilibid Prison (NBP) in Muntinlupa City which is being eyed for shutdown by 2028 for conversion of the vast landholdings into a government center.

Catapang explained the construction of facilities in BuCor prisons will also address the the congestion rate of PDLs at the bureau which is at 231 percent as of Jan. 31, 2924.

He said that P853.179 million has been appropriated for the construction of two two-storey dormitories in the Davao Prison and Penal Farm (DPPF) in Davao Del Norte amounting to P100 million; two two-storey dormitories in the Iwahig Prison and Penal Farm (IPPF) in Puerto Princesa, Palawan amounting to P273.2 million; a two-storey dormitory in the San Ramon Prison and Penal Farm (SRPPF) in Zamboanga City amounting to P180 million; and P300 million for the second year construction of a super maximum security facility at Sablayan Prison and Penal Farm (SPPF) in Occidental Mindoro.
