Muntinlupa LGU gets leads in the killing of barangay captain


Muntinlupa Mayor Ruffy Biazon said the city government has obtained leads in the killing of Buli Barangay Captain Ronaldo “Kaok” Loresca on May 22

In a Facebook post, Biazon said the leads came from CCTV footage from the Muntinlupa Operations Center.

“May mga nakuhang leads mula sa backtracking ng mga kaganapan gamit ang CCTV sa ating Operations Center (We have obtained leads from backtracking of what happened using the CCTV from our Operations Center),” Biazon posted on Facebook. 

He added, “Sa ngayon, hindi pa natutukoy ang identity ng mga suspek at inaalam pa rin ang naging motibo sa krimen. Wala rin namang nasabi dati si Kap. Kaok kung may death threats siyang natatanggap (As of this time, the identity of the suspects has not been determined and we are finding out the motive of the crime).” 

Loresca did not say before if he received death threats, the mayor added. 

The barangay chairman, 48, was shot by two unidentified men at about 10:16 p.m. on May 22 in front of Sole So Blessed Sneakers and Apparel at No. 195 Manuel L Quezon Street, Barangay Buli. 

Based on the initial investigation by the police, Loresca and his companions were sitting in front of the store when two male suspects on a motorcycle shot him without any apparent motive and fled towards Sucat. One of the suspects was wearing a Joy Ride shirt while the other was in a black t-shirt. 

He was taken by the barangay ambulance to the Asian Hospital and Medical Center in Alabang. Hospital personnel tried to revive Loresca but he eventually succumbed to a gunshot wound in the head. He was declared dead at 11:26 p.m.

The killing was condemned by Muntinlupa and barangay officials and the netizens. 

Loresca’s daughter, Aubrey, is asking for justice for his killing. 

“Napaka-daming nag mamahal sayo Papa Kaok Loresca.  Tulungan mo kaming kayanin lahat ng to. Lahat kami puro HUSTISYA ang sinisigaw (There are many who love you Papa Kaok Loresca. Please help us to endure all of this. We all are shouting justice),” she posted on Facebook. 

The incident will be a test in the capability of the Muntinlupa Police under its new chief, Col. Roberto Domingo. 

Loresca won as Buli’s barangay captain in the Barangay and Sangguniang Kabataan Elections (BSKE) in Muntinlupa last October. 

Biazon called on witnesses who have information on the killing to come forward. 

“Nanawagan ako kung may iba pang witnesses na may impormasyon tungkol sa insidenteng ito na lumapit at makipagtulungan sa mga awtoridad. Sama-sama nating pagsumikapang makamit ang hustisya para kay Kap. Kaok at sa kanyang pamilya (I am calling if there are other witnesses who have information about the incident to contact and cooperate with the authorities. Let’s all join hands to achieve justice for Kap. Kaok and his family),” said Biazon. 

He said the city government is implementing moves to enhance security in Muntinlupa. 

One of these is the establishment of more CCTV cameras to widen the coverage and surveillance and remove blind spots in the city. The cameras will be enhanced in terms of plate recognition. 

A command center at the Muntinlupa Police headquarters is being installed to strengthen their capacity in peace and order, the mayor said. 

“Inatasan ko ang PNP Muntinlupa na gawin ang lahat ng kanilang makakaya sa imbestigasyon sa insidenteng ito (I have ordered the PNP Muntinlupa to do everything they can in the investigation of this incident),” he said. 

City Council Majority Floor Leader Raul Corro earlier said he will file a resolution during the regular session on May 27 to condemn the killing of Loresca. 

In a post by Loresca’s daughter, his wake will be from May 24 - 27 at the 2nd Floor of Loyola Memorial Park Sucat and from May 28 - 29 at Barangay Buli's Covered Court. Interment will be on May 30, at the San Nicolas de Tolentino Cemetery, Buli Muntinlupa City.
