'Overstaying foreigner charged with cyber fraud' arrested at NAIA -- BI


A Chinese national, who was found to be an overstaying alien and working in the Philippines without a permit, was arrested at the Ninoy Aquino International Airport (NAIA) last Sunday, April 28, before he could board his flight to Hong Kong.

In a statement issued on Wednesday, May 1, the Bureau of Immigration (BI) identified the arrested foreigner as Qin Xingye, 28.

Immigration Commissioner Norman Tansingco said that the name of Qin had a hit when he presented himself for clearance at the immigration counter.

“He was referred by the immigration officer to his supervisors who verified Qin's identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said.

The BI said that “Qin was placed in the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.”

“Information shared by the BI’s Border Control and Intelligence Unit (BCIU) showed that the passenger was previously charged for engaging in cyber fraud activities and for working without permit,” it said.

Qin is now detained at the BI's facility in Taguig City.
