The presiding officer at that time, Antipolo City 1st district Rep. Roberto Puno, swiftly carried the motion after nobody in plenary raised an objection.

Barzaga, a former National Unity Party (NUP) president, passed away on Saturday, April 27 at the age of 74 in California in the US. The lawyer-lawmaker flew stateside  last October to have heart surgery.

Romualdez, Leyte's 1st district congressman, is also the caretaker of four other legislative districts. These are Negros Oriental, 3rd district; Batangas, 6th district; Palawan, 3rd district; and Palawan, 1st district.
