Fugitive, overstaying Chinese nationals arrested -- BI

Two Chinese nationals -- one a fugitive from justice in his country and the other an overstaying alien in the Philippines -- have been arrested by the Bureau of Immigration (BI).

In a statement on Tuesday, April 23, the BI identified the fugitive as Ma Mingjie, 51, who is wanted in an $8 million fraud and whose arrest had been issued by the Jiangbei district sub-bureau of the Public Security Bureau in Chongqing, China on Dec. 6, 2017.

The BI said that Ma was arrested by the bureau's Fugitive Search Unit (BI-FSU) In Paranaque City last April 19.

The overstaying Chinese, on the other hand, was identified by the BI as Zhu Yuanjiang, 25, who was arrested in Mandaue City last April 17. Aside from overstahing, Zhu was found to be working in the Philippines without a permit. He has been ordered deported.

“It was learned that Zhu previously worked in Xinchuang Network Technology, Inc., an online gaming hub in Pasay City that was raided by the local authorities in June last year for alleged engagement in various criminal activities such as human trafficking and cyber fraud,” the BI said. 

In he case of Ma, the bureau said that "he was arrested for being a wanted fugitive from justice in China where he is wanted for contract fraud.”

“Chinese authorities alleged that Ma and his cohorts deliberately tampered with bank accounts and account names of a point of sale (POS) machine merchant which resulted in the unauthorized transfer of over 58 million yuan, or more than $8 million from China Minsheng Banking Corporation,” it said. 

Both Ma and Zhu are detained at the BI's facility in Taguig City pending their deportation, it added.
