Tatak Pinoy!

I believe those of us who are interested in innovating and empowering the local economy ought to take a good look at Republic Act 11981 or the Tatak Pinoy law. The principal author of this measure is Senator Sonny Angara. Its long title is the Act Mandating the Formulation, Funding, Implementation, Monitoring, and Evaluation of a multi-year “tatak pinoy” strategy, establishing a Tatak Pinoy Council, appropriating Funds therefore and for other purposes.” RA11981 aims to institutionalize strategies and measures, provide support to develop and improve locally-made products and industries to be globally competitive. 


One of the key components of this law is in Article H of Section 2 of the law aims to declare it a policy of the State to ensure collaboration between the public and private sectors to help achieve the goals of the legislative measure. I believe this to be the most crucial element since the private sector is the focus of design and production. Enabling this sector’s producers to improve quality and increase volume, will help achieve the aims of the Tatak Pinoy Law.  This, in turn, will spur local agribusiness and manufacturing value chains and create jobs for many Filipinos.


The mechanism through which this will be implemented is the Tatak Pinoy Strategy as executed by the Tatak Pinoy Council in Section 4 of the law. This will be composed of government and private sector partners. The key here will be in the implementation through Department of Trade and industry will serve as the secretariat of the TP Council. The body will implement the measures to support selected products and industry sectors. I believe RA 11981 has the potential to complement earlier laws such as the Innovation Act of 2018 and the Startup Act. I would encourage local business and civil society groups, particularly local Chambers of Commerce  and academic institutions in the Visayas and Mindanao to see how this can help boost the competitiveness and broaden the value and supply chain of locally harvested agriproducts. The various Regional Research, Development and Innovation councils and local Creative Industry Councils, Innovation Councils and Micro Small Medium Enterprise  Councils can also be tapped to collaborate with the TP council to identify products that can further be developed and produced at scale for possible export.
 

To monitor the implementation of the Tatak Pinoy Strategy in their respective regions, the Regional Development Councils ought to review the implementation of the law in various areas. Products with export potential, or the capability to meet growing local demand can be identified, as these items can bring much value to the local economy and create more jobs. Enterprises that manufacture can even avail of the green lanes for investment and the one stop shops offered by national and local government agencies to access capital and get their new products aligned with product and safety standards. 

 

EIA through the years

Over the years the practice of environmental impact assessment (EIA) has grown to include the participation of surrounding communities in analyzing environmental impact and monitoring the implementation of the needed environmental mitigating measures. 

The EIA is ideally done as part of a project feasibility study, prior to project construction. Doing the EIA this early allows owners to allocate the necessary funds and assign the pertinent personnel for the implementation of the mitigating measures. 

This capability to determine, plan and execute the measures that address environmental impacts is the crux of the EIA being a planning tool.
