"Mr. Rice" House Speaker Martin Romualdez has lived up to his moniker once again--this time in Agusan del Norte. 

This, after Romualdez led the implementation of the Cash and Rice Distribution (CARD) program in the province Friday, March 22, particularly at the Provincial Capitol Gym in Butuan City. 

Some 3,000 residents belonging to vulnerable sectors--the poor, senior citizens, persons with disabilities (PWDs), single parents and indigenous peoples (IPs) were granted financial and rice aid. 

The program coincided with the launch of the Bagong Pilipinas Serbisyo Fair (BPSF) in the province. 

A brainchild of Romualdez, the CARD program was conceived in response to the challenge of President Marcos to the House of Representatives to help address increasing rice prices and provide support for vulnerable Filipinos by giving them access to affordable rice, coupled with essential cash assistance. 

The program was attended by Romualdez, Senator Bong Revilla, Agusan del Norte Rep. Jose “Joboy” Aquino, and the more than 60 other House members who also attended the BPSF. 

“Sa programa po na CARD, tinutugunan po ng pamahalaan ang naisin ng ating mahal na Pangulong Bongbong Marcos na walang magugutom, at ang presyo ng mga pangunahing bilihin ay palaging abot-kamay ng karaniwang tao,” Romualdez said in his speech. 

(Under the CARD program, the government responds to our beloved President Bongbong Marcos' goal of responding to hunger, and making sure that the prices of  basic goods are always affordable.) 

A total of 3,000 local residents from vulnerable sectors received P3,000 through the Department of Social Welfare and Development's (DSWD) Assistance to Individuals in Crisis Situtation (AICS) program. 

The aid is broken down as follows: P1,000 for a 25-kilogram sack of rice at P40 per kilo, and a cash aid of P2,000 for miscellaneous essential expenses.

More 'ayuda' distributed 

Meanwhile, another 7,000 farmers, students, and small entrepreneurs in Agusan del Norte also received cash aid under the program's dubbed Farmers Assistance for Recovery and Modernization (FARM); Integrated Scholarships and Incentives Program (ISIP) for the Youth; and the Start-up, Investment, Business Opportunity and Livelihood (SIBOL). 

A total of 2,000 FARM beneficiaries received P2,000 worth of financial assistance from AICS, plus fiive kilograms of rice each. 

ISIP for the Youth targets tertiary and vocational education students, where each of the 3,000 qualified beneficiaries from Agusan del Norte will receive P2,000 in financial assistance every six months through the AICS to cover tuition and other expenses. All beneficiaries also received five kilograms of rice. 

For the SIBOL program, the distribution of P5,000 worth of financial assistance under AICS for 2,000 beneficiaries in Agusan del Norte was carried out.
