Erwin Tulfo pursues probe on Chocolate Hills resort: 'Kailangang may managot'

True to his word, ACT-CIS Party-list Rep. Erwin Tulfo has led on Monday, March 18 the filing of a resolution, which called for an inquiry on the construction and operation of a resort at Bohol's famous Chocolate Hills.
Embodied in House Resolution (HR) No.1652, the investigation in aid of legislation seeks to pursue accountability from those who had a part in carving the resort from the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage site.
The resort in question is the now-viral Captain’s Peak Resort.
“Hayagang pangbabastos ito sa ating likas na yaman. Ang tanong dito ay paano pinayagan at sino ang pumayag na maipatayo ang isang resort sa lugar na dapat ay ating pino protektahan. Kaya dapat itong tutukan at ma-imbestigahan ng Kongreso,” said Tulfo, the House deputy majority leader for communications.
(This is blatant disrespect to our natural resources. The question here is how was this permitted and who gave the permission to construct the resort in a supposed protected area. That's why Congress must investigate this closely.)
“May mananagot dito, kailangang may managot dito (Someone must be held accountable here)," Tulfo added.
It was last week when the House leader bared that a probe on the controversy was imminent. He said Speaker Martin Romualdez himself wanted the inquiry to be carried out.
In the resolution, Tulfo and his fellow authors cited the Proclamation No. 1037 of July 1997, which declared “the Chocolate Hills as a natural monument and restrained inappropriate exploitation there at, regardless of private rights therein, in order to maintain its natural beauty".

It added that the Chocolate Hills were likewise protected and integrated into the National Integrated Protected Areas System under Republic Act (RA) No.7586, as amended, which prohibited “mutilating, defacing, or destroying objects of natural beauty, or objects of interest to cultural communities” as well as “constructing ofvmaintaining any kind of structure, fence or enclosures, conducting any business enterprise without a permit".
“The construction of the Captain’s Peak Garden and Resort raises serious concerns on possible avenues for the circumvention of laws and issuances on building, business and environmental permits, certification, or licenses in the guise of tourism economic development,” the resolution also said.
“There is an utmost need to ensure that the natural monuments and UNESCO World
Heritage sites of the Philippines are preserved, maintained, and protected at all times
as against any and all private interests,” it added.
Aside from Tulfo, ACT-CIS Party-list Reps. Edvic Yap and Jocelyn Tulfo, and two other solons Benguet lone district Rep. Eric Yap and Quezon City 2nd district Rep. Ralph Wendel Tulfo also authored HR No.1652.
