Interpol issues 'international arrest warrant' vs ex-Rep Teves -- DOJ
The International Criminal Police Organization (Interpol) has issued an “international arrest warrant” that instructs member countries to apprehend expelled Negros Oriental 3rd District congressman Arnolofo “Arnie” A. Teves Jr., the Department of Justice (DOJ) said on Wednesday, Feb. 28.
“The Interpol has issued the red notice which means all the members of the Interpol are put on notice that the person should be arrested,” Department of Justice Secretary Jesus Crispin C. Remulla said during a press briefing.
Remulla explained that the Interpol’s “red notice” is “akin to an international warrant of arrest.”
“Parang itong equivalent ng international warrant of arrest at lahat ng miyembro ng Interpol ay put on notice tungkol dito (The red notice is equivalent to an international arrest warrant and Interpol’s member countries are put on notice),” he said.
He noted that Teves is still in Timor-Leste where the former legislator had sought asylum.
“Ang NBI ang ipapadala natin upang ipatupad ang pag-serve ng warrant (We will be sending a team from the National Bureau of Investigation to implement the warrant),” said Remulla who noted that the team will be composed of two to three persons.
He said he has already talked to the NBI on Wednesday for the sending of the team.
“Pwede nilang hulihin talaga. Kaya lang baka mamaya baka gusto nila magpadala tayo ng team doon para maback-up lang sila (Timor-Leste authorities can make the arrest. But they may ask the Philippines to send a team as back up),” he pointed out.
Meanwhile, Remulla said he has already written to the Department of Foreign Affairs (DFA) to communicate with the government of Timor-Leste concerning the arrest of Teves.
Teves is facing charges of 10 counts of murder, 12 counts of frustrated murder, and four counts of attempted murder before the Manila Regional Trial Court (RTC) Branch 51 over the March 4, 2023 shootings in Pamplona, Negros Oriental where 10 persons were killed including provincial governor Roel Degamo.
The RTC has already issued an arrest warrant against Teves on Sept. 5, 2023 and later released an order dated Feb. 5 that directed the DFA to have his passport canceled.
“Bukod sa red notice, wala na siyang passport kasi, bukod sa court order, nag-comply na ang DFA (Apart from the red notice, Teves no longer has a passport because the DFA has complied with the court order to cancel his passport),” said Remulla.
With the cancellation of his passport, Teves becomes an illegal alien in Timor-Leste and can be deported by the country.
Remulla said he has been talking to officials of Timor-Leste about Teves since he last met on Nov. 11 last year with then visiting Timor-Leste President Jose Ramos-Horta.
“Ang naramdaman ko nung kausap ko sila ‘nung panahon na ‘yun ay hindi sila magbibigay ng asylum (They gave the impression at that time that Teves will not be granted asylum),” he recalled.
