Two foreigners, both of whom were convicted pedophiles based on information from the International Criminal Police Organization (Interpol), have been prevented from entering the Philippines.
In a statement, the Bureau of Immigration (BI) identified the two foreigners as Papua New Guinea national Arthur Stuart, 23, and American Timothy James Foley, 64, both of whom arrived at the Ninoy Aquino International Airport (NAIA) last Feb. 9 and 12, respectively.
“Both Stuart and Foley had been sent back to their ports of origin and were blacklisted and banned from entering the Philippines,” the bureau said.
It reminded that the Philippine Immigration Act “forbids the entry of foreigners who were charged or convicted of crimes involving moral turpitude.”
It said that based on Interpol's data, " court in Perth, Western Australia convicted Stuart in 2022 of the crime of sexual penetration of a child over 13 and under 16 years of age.”
“Stuart allegedly committed the offense between January and March 2021 when he caused a 14-year-old girl to bear a child. A DNA test confirmed that Stuart is the child’s father,” the BI said quoting from Interpol's data.
As to Foley, the BI said the American who is a registered sex offender (RSO) was “convicted by a court in Kings County, California on Aug. 14, 2018 for the crime of possession and control of child pornography.”
