DOJ vows to prosecute persons involved in OSAEC cases

The Department of Justice (DOJ) has assured the case build up and prosecution of those involved in the online sexual abuse and exploitation of children (OSAEC).

National Prosecution Service Officer-In-Charge Richard Anthony D. Fadullon made the assurance on Sunday, Nov. 3 following the conviction of a Frenchman engaged in OSAEC.

Fadullon said “all OSAEC related cases will definitely go through a case build up with prosecutors working with law enforcement pursuant to DC (Department Circular) 15 and 20.”

DC 20, which was issued on Mar. 31 by DOJ Secretary Jesus Crispin C. Remulla, directed prosecutors to proactively work with law enforcement in the build-up of cases.

Last July 10, Remulla issued the new Rules on Preliminary Investigations and Inquest Proceedings through DC 15.

Last week, a French court convicted Frenchman Bouhalem Bouchiba, 59, for ordering the livestream of rape of hundreds of preteen girls in the Philippines.

The Frenchman is an animator who worked on animated films of Pixar and Disney.

He was found to have paid for the rape and sexual assault of girls aged five to 10 years between 2012 and 2021.
