Residents in the area couldn’t explain how the accident happened when the bar was hanging from above and was used to hook dangling wires.

The victim, Vincent Rosales, is a student of Camp Lapu-Lapu Elementary School.

A loud cry by a boy stirred the neighborhood. When neighbors checked where the noise came from, they found the boy wincing in pain with a steel pierced through his eye.

Residents then alerted the barangay’s fire volunteer brigade, which contacted Cebu City Disaster Risk Reduction and Management Office.

The boy was rushed to a hospital clutching the bar that was still embedded in his eye.

“I was surprised to hear a loud cry. I thought it was just a group of children playing. He continued crying hard so I decided to check. I was shocked to see his eyes pierced by a steel bar,” said Edwin Dionio.

Dionio said they could not understand how the boy ended up being pierced by the bar when it was used to hook dangling wires to prevent hitting the head of the passersby.

Children would usually pass by the narrow alley on their way to school.

“We really don’t have an idea how the bar hit his eye,” Diono added.

Emergency responders tried to pull out the bar but failed, Diono said.

The city’s City Social Welfare and Services has assured that needed assistance will be provided to the boy.

The boy was brought to the Cebu City Medical Center.

It was learned that the boy’s parents are in Leyte.
