NBI arrests 1 'sex trafficker;' rescues 8 'victims' in Manila operation
A person reportedly engaged in online sex trafficking was arrested while eight alleged victims, including six minors, were rescued during an entrapment operation in Manila, the National Bureau of Investigation (NBI) said on Thursday, Sept. 21.
The NBI identified the arrested suspect as Delan Perdis, also known as "Dylhan." He was charged before the Department of Justice (DOJ) with violations of Republic Act No. 9208, the Anti-Trafficking in Persons Act of 2003 as amended by RA 11862, the Expanded Anti-Trafficking in Persons Act of 2022; and RA 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
It said that Perdis was arrested in an entrapment operation conducted by the NBI's Anti-Violence Against Women and Children Division (NBI-AVAWCD) conducted last Sept. 13 in Sta. Ana, Manila.
It also said it acted on the case referred by Destiny Rescue Philippines about “certain individuals who are allegedly engaged in illicit activity of offering minors for sexual services.”
“Initial information disclosed that said Subjects use social media platforms like Facebook in dealing with customers,” the NBI said.
The agency said “NBI-AVAWCD operatives conducted surveillance operations where they witnessed the meeting of the informant and Subject Dylhan. The informant introduced Subject Dylhan to the poseur-client who was offered girls for sexual services for a fee of P3,000 each."
With the information, the NBI said its AVAWCD arranged an entrapment operation in coordination with the Manila Department of Social Welfare, Inter-Agency Council Against Trafficking (IACAT), and the Manila police.
