Marcos to sign EO expediting permits for key infra projects

President Marcos will soon issue an executive order (EO) that will expedite the processing of licenses and permits for the implementation of flagship infrastructure projects of the administration.

National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan announced that the President approved the proposed order during the NEDA board meeting held Thursday, Sept. 21.  

"The Office of the Executive Secretary will still have to scrub the draft EO for technicalities. So, it will be issued very soon," Balisacan said in a Palace briefing.

According to the NEDA chief, the proposed EO will enable the expeditious processing of licenses, clearances, permits, certifications, and authorizations for the administration’s
infrastructure flagship projects (IFPs).

He said the primary goal of the proposed EO is to minimize, if not eliminate, delays in the implementation of infrastructure projects.

The EO will require all government offices, agencies, and instrumentalities including local government units (LGUs), to streamline the standard procedure and requirements for the IFPs.

The simplified requirements will be applicable to both pending and new applications within the NEDA Board approved list of IFPs, as well as any additions to the updated IFP list, according to Balisacan.

Balisacan added that the EO will facilitate electronic application submissions to the concerned agencies and LGUs, including the payments and issuance of receipts.

"This EO encourages a whole-of-government approach by directing national government agencies to automate and computerize their databases. This will promote data sharing among government agencies in order to eliminate the unnecessary duplication of document submission," the NEDA Secretary said.

Local government units are also mandated to establish business one-stop shops and are highly encouraged to coordinate with the Department of Information and Communications Technology (DICT) to adopt interoperable ICT platforms.

The Anti-Red Tape Authority (ARTA), in coordination with NEDA, shall establish a reporting framework to track agencies’ compliance.

This initiative was among the four policies approved by Marcos, who chairs the NEDA Board, during the meeting.

Other policies approved were the reconstitution of the NEDA Board Committee on Infrastructure to include the Department of Environment and Natural Resources (DENR); proposed national government-LGU cost-sharing schemes in financing infrastructure projects; and the proposal to reduce tariffs on gypsum and anhydrite from 3.0 to 0 percent.
