The OBE - PACC was also reactivated so that the problems, queries, and other concerns commonly encountered by the public at the start of the school year are “promptly and properly” addressed.
Oplan Balik Eskwela 2023: DepEd, partners to ensure smooth, orderly school opening

To help ensure the smooth and orderly opening of classes for the incoming school year, the Department of Education (DepEd) on Tuesday, Aug. 15, convened its partner agencies for the 2023 Oplan Balik Eskwela (OBE).
“Prior to the start of the school year, we must make sure that our schools have access to the most basic necessities including communications, facilities, transportation, peace and order and health and safety,” DepEd Undersecretary for Governance and Field Operations Revsee Escobedo said during the OBE 2023 launch at the Bulwagan ng Karungan in DepEd Central Office.
Escobedo said the OBE is DepEd’s annual initiative that “collaborates with other government agencies, organizations and stakeholders in preparation for the opening of the School Year (SY) 2023-2024.”
The OBE is part of DepEd’s effort to ensure that learners from public and private schools are properly enrolled and that problems, queries, and other concerns commonly encountered by the public at the start of the school year are “promptly and properly” addressed.
This year, it will be conducted from Aug. 14 to 26.
Alongside the 2023 OBE was the Command Conference where representatives from DepEd’s partner agencies presented their plans in support of the OBE and school opening.
A total of 17 agencies make up the OBE inter-agency task force including those from the sectors of health and safety (Department of Health, Department of Social Welfare and Development, Philippine Atmospheric, Geophysical and Astronomical Services Administration, and National Disaster Risk Reduction and Management Council) and peace and order (Department of National Defense and Philippine National Police).
Representatives from the facilities and transportation sector (Department of Transportation, Metropolitan Manila Development Authority, and Department of Public Works and Highways); stakeholder engagement (Department of the Interior and Local Government and Presidential Communication Office); and allied services (Department of Energy, Department of Information and Communications Technology, Department of Trade and Industry, Meralco, Metropolitan Waterworks and Sewerage System, and National Telecommunications Commission) also attended the Command Conference.
“The OBE is our move to increase collaboration and communication among government entities, private institutions and stakeholders in addressing the main problems and concerns of the general public about the resumption of classes,” Escobedo.
DepEd also reactivated the Oplan Balik Eskwela - Public Assistance Command Center (OBE-PACC) to cater to stakeholders’ queries and concerns before the incoming school year officially opens on Aug. 29.
