Eid’l Adha, or the Feast of Sacrifice, is observed anew today as a regular holiday throughout the country. According to the Holy Qur’an: “Abraham was commanded by God, in a form of a dream vision, to sacrifice his son, Ishmail. But while he was in the act of sacrificing his son, God sent the Angel Gabriel with a huge ram. Gabriel Informed Abraham that his dream vision was fulfilled and instructed him to sacrifice the ram as a ransom for his son.” In solidarity with Muslim Filipinos, the whole nation has been joining in this observance, in the same manner that Eid’l Fitr, the end of the Muslim holy month of fasting, was observed last May 2. It is well, therefore, for all Filipinos of goodwill to dedicate this occasion to understand the current situation of Muslim Filipinos. Instructive in this regard is a special assessment report published recently by the United Nations Development Programme (UNDP) on the socioeconomic impact assessment of Covid-19 in the Bangsamoro Autonomous Region In Muslim Mindanao (BARMM). According to the UNDP, three imperatives bear closer consideration. First: Enhance effectiveness of existing social protection programs, as well as transition to universal social protection. According to the Philippine Statistics Authority, “BARMM recorded poverty incidence among families at 29.8 percent which translates to 0.23 million poor among BARMM families; 37.4 percent of people in BARMM were poor in 2021 which translates to 1.71 million considered poor families or below the poverty threshold.” Remaining poor involves tremendous hardship and sacrifice — a situation that requires prompt action. Focal points are micro- and small and medium enterprises, smallholder farmers and workers, and displaced migrant workers (international and local). As pointed out by the UNDP, “social safety nets are crucial to protect those who are the most vulnerable and worst affected.” Second: Explore opportunities that can diversify and broaden sources of economic growth. Presently, BARMM’s economy is mostly dependent on agriculture and remittances, both of which were severely impacted during the pandemic. Clearly, there is need to diversify the region’s economy toward more productive and higher income-generating sectors such as “retail and sales, and manufacturing and construction - as (digital) connectivity is increased.” A more diversified economy will draw the participation of more youth and women. UNDP also notes the regional government’s initiatives in “exploring and transitioning to a ‘green economy,’ noting that investments in this sphere follow “a more sustainable trajectory in energy production, transportation services, natural resource management, and biodiversity.” Finally, it would be beneficial to increase investment in human capital in order to “ensure better health, nutritional and educational outcomes for women and children.” There is need to address the digital divide. It was shown during the pandemic that digital acceleration builds a greater measure of resilience. Let this year’s Eid’l Adha observance broaden Filipinos’ awareness of the Muslim Filipinos’ aspirations for greater participation in the country’s economic progress.
