Remulla expects 10 'persons of interest' in Percy Lapid killing in government custody

Up to 10 “persons of interest” in the killing of radio commentator Percival Mabasa, better known as Percy Lapid, could be placed under government’s custody, Department of Justice (DOJ) Secretary Jesus Crispin C Remulla said on Wednesday, Oct. 26.
“Pwede umabot ng 10 (It could reach 10). But so far in custody around seven people,” Remulla said.
When asked if government investigators have establish the mastermind in the killing, Remulla said: “We cannot conclude yet. Unless we are conclusive, I’d rather not speculate.”
He said that those in custody are three persons with the Philippine National Police (PNP) and four others with the National Bureau of Invesetigation (NBI).

Also with the NBI, aside from four persons deprived of liberty (PDLs) from the New Bilibid Prison (NBP) in Muntinlupa City, is Marisa (not her real name), the sister of alleged middleman Jun Globa Villamor who died at NBP last Oct. 18, the day self-confessed gunman of Percy Lapid, Joel S. Escorial, was presented to the public.
“We want to take into custody a fifth one to make sure that the story is complete at least with regards to the dying declaration” of Jun Globa Villamor, Remulla said.
He reiterated that the text messages sent by Jun Globa Villamor to his sister, Marisa, can be considered a dying declaration.
“Her (Marisa) testimony is very important because she was a recipient of a text message which is a form of a dying declaration. I look at it as a dying declaration, an exception to the hearsay rule and which he said ‘pag namatay ako, ilabas nyo ito’ (if I die come out with this). He was conscious that he was in danger the time that he texted that and that was around two hours before he was declared dead,” Remulla explained.
He also said that even if the cellular telephone used by Jun Globa Villamor could not be located, “we can determine the records of the cellular phone.”
He also said that Dr. Raquel Fortun, who was requested to conduct a second autopsy on the remains of Jun Globa Villamor, “will come up with a written write up by Friday (Oct. 28) so just give her the time to prepare for the results of the autopsy. We can be able to discern from that kung ano ang kanyang findings (what are her findings),” he said.
The NBI conducted the first autopsy and declared that Jun Globa Villamor had a heart hemorrhage and that there were no signs of physical injuries on the body.
