President Marcos orders release of elderly, sickly PDL from Bilibid


An 86-year-old and sickly person deprived of liberty (PDL) at the New Bilibid Prison (NBP) in Muntinlupa City was released on Thursday, Dec. 28, after President Marcos granted his commutation of sentence.

Released was Rimberto Salvanera who was detained at the NBP starting on March 10, 2012 on murder conviction, the Bureau of Corrections (BuCor) said.

At the time of his release ordered by the President, "Salvanera was confined at the National Kidney and Transplant Institute due to his kidney problem."

With his conviction, Salvanera was sentenced to serve a prison term ranging from 20 years as minimum to 25 years as maximum.

“Based on records Salvanera has fully served his sentence upon computation of actual time served,” BuCor said.

“His actual time served is 16 years, seven months and 22 days while his conduct time allowance (GCTA) credits were for nine years, five months and one day. With this, his total time served with GCTA is 26 years and 23 days,” it explained.

On the other hand, BuCor said “all other portions of the sentence, including the adjudged civil liabilities, shall remain undisturbed and complied with.”

With Salvanera's release, BuCor said there are now 1,227 PDLs freed from its prison facilities this December, the highest number compared to previous months. 

As of Dec. 28, BuCor said that a total of 6,281 PDLs had been released this year.

Those released included 582 PDLs in January, 469 in February, 552 in March, 784 in April, 441 in May, 490 in June, 457 in July, 513 in August, 410 in September, 484 in October, and 412 in November, it said.
