Fugitive French 'pedophile' arrested in Makati City -- BI


A fugitive French pedophile who is wanted in his country for sex offenses committed against children has been arrested in Makati City, the Bureau of Immigration (BI) said on Sunday, Dec. 17.

BI Commissioner Norman Tansingco identified the arrested French national as Theddy Douglas Tissier, 42. “We are going to expel him and deport him back to his country,” Tansingco said.  

He pointed out that "Tissier's presence here is inimical to our national interest as he poses a serious threat to our children."

Tansingco said Tissier was arrested last Dec. 12 along Chino Roces Avenue in Makati City by operatives of the BI’s Fugitive Search Unit (BI-FSU).

He said he issued an order for Tissier’s arrest at the request of the French government which informed the BI of his presence in the Philippines.

“According to the Interpol’s (International Criminal Police Organization) national central bureau (NCB) in Manila, Tissier is wanted for prosecution by a judicial tribunal in Tours, France,” the BI said.

 “He was reportedly charged before the Tours court with acquiring, possessing offering, making available, recording and fixing pornographic image of a child under 15 years of age,” it said. 

It also said that Tissier "was charged with sexually assaulting a minor and committing fraud in violation of the French Penal Dode.”

 Pending his deportation, Tissier has been detained at the BI's Warden Facility in Camp Bagong Diwa in Taguig City.
