The Department of Budget and Management (DBM) directed government agencies with the lowest budget utilization rates to improve their spending, according to Senator Juna Edgardo "Sonny" Angara.
During the plenary debates on the 2024 General Appropriations Bill (GAB) or House Bill No. 8990, Angara shared the plans of four government agencies to better manage their budget.
In his report, the Department of Information and Communications Technology (DICT) said that it will implement administrative precautions to improve its capacity as well as procurement.
On the other hand, the Department of Social Welfare and Development (DSWD) planned on improving the Pantawid Pamilyang Pilipino Program (4Ps) and the social preparation process for the Supplementary Feeding Program (SFP).
The two major DSWD programs are in need of reform to fast-track their validation process.
Angara also noted that the Department of Energy (DOE) will work on energy projects that are significant to the nation.
This includes the organization of the nationwide Information and Education Campaigns (IEC) on the Philippine Development Plan (PEP).
With this, DOE will also conduct focus group discussions to talk about future projects.
Meanwhile, Budget Secretary Amenah F. Pangandaman will direct the Early Procurement Activities (EPA) to provide capacity-building activities on procurement and to create safe and efficient payments.
Among the DBM’s efforts, Pangandaman stated that “[We are] digitalizing the Financial Management (FM) processes through implementing the Budget and Treasury Management (BTMS).”
Angara added the feasibility of the budget management as it would help the DBM to monitor the quarterly transactions.
“The implementation of the BTMS will serve as a central database for all government financial transactions,” he said.
The senate plans to endorse the fiscal year 2024 GAB on its final reading by Nov. 27.
This would be followed by a bicameral conference meeting to fix the contrasting versions between the two chambers of Congress. (Gabriell Christel Galang)
