House sets sights on 2024 budget enactment, 11 LEDAC bills as sessions resume

The House of Representatives will resume sessions on Monday, Nov. 6 with clear-cut goals in mind: enacting the proposed P5.768-trillion national budget for 2024, and passing the remaining 11 priority measures of the Marcos administration.

The Speaker Martin Romualdez-led chamber is coming off a five-week legislative break. If it's work rate in the current 19th Congress is any indication, then the House is looking to finish the calendar year strong.

“The budget is the lifeblood of our nation’s progress and development. The House is fully dedicated to the task at hand, ensuring that the national budget is ratified and enacted on time to guarantee the continuity of essential services, support economic growth, and promote the well-being of our citizens,” Romualdez said in a statement Sunday, Nov. 5.

The 300-plus strong House approved the 2024 General Appropriations Bill (GAB) last Sept. 27, or just before the break. This came after two months of exhaustive deliberations by the congressmen.

It was during the special joint session Saturday, Nov. 4 that the House handed over the budget bill to the Senate for its own perusal. Romualdez said the measure contained P194.5 billion worth realignments for security, inflation protection, and food security.

The House leader bared Saturday that the goal is to have P5.768-trillion GAB signed by President Marcos before Christmas.

Also during the resumption of session, House will tackle other equally important bills, including the remaining 11 key legislative priorities outlined mostly in both the Legislative-Executive Development Advisory Council (LEDAC) and President Marcos’ State of the Nation Address (SONA) last July.

The pending bills are the proposed Department of Water Resources and Services and Creation of Water Regulatory Commission, Tatak-Pinoy (Proudly Filipino) Act, and Blue Economy Law. All three have already been approved by the respective mother committees and are waiting for comments of the House Committee on Appropriations

Meanwhile, the proposed amendments to the Electric Power Industry Reform Act (EPIRA) or Republic Act (RA) No. 9136, Government Procurement Reform Act, and Amendment of the Cooperative Code are all under committee/technical working group (TWG) status.

Under committee deliberations are three more priority measures in the proposed Budget Reforms Modernization, National Defense Act, New Government Auditing Code, and Philippine Defense Industry Development Act.

The 11th priority bill is the proposed Motor Vehicle User’s Charge/Road User’s Tax.

“We are resolute in our mission to fulfill our legislative duties and responsibilities...Our primary focus continues to be the legislative agenda outlined by President Marcos, and we are fully committed to working diligently to pass these vital bills for the betterment of our nation,” Romauldez said.

The Speaker emphasized the importance of cooperation between the legislative and executive branches through the LEDAC. He reckoned that unity and collaboration are essential in developing effective policies and reforms.

Out of the total 57 LEDAC priority measures, eight have successfully become law, including the SIM Registration Act, Postponement of Barangay/SK Elections in 2022; and the Agrarian Reform Debts Condonation; while two, namely, the Ease of Paying Taxes and Amendment to the Build-Operate-Transfer (BOT)/Public-Private Partnership (PPP) Code, have achieved ratification by the bicameral conference committee.
