Congress is eyeing the enactment of the P5.768-trillion General Appropriations Bill (GAB) for 2024 before Christmas this year.
This was gathered from the pronouncements of House Speaker Martin Romualdez, who on Saturday, Nov. 4 led the submission of the budget measure to the Senate.
"Mataas ang kompiyansa natin kasi maaga ang pagsumite natin sa ating mga kapatid natin sa Senado (Our confidence is high because of our early submission to our brethren in the Senate)," Romualdez said during the simple turnover rites for the copy of the GAB.
"At I am sure na gagawin nilang lahat para matatapos itong budget para mapipirmahan ito ng ating mahal na Presidente bago mag-Pasko (And I'm sure they will do everything in order to finish the budget so it may get signed by our beloved President before Christmas)," said the House leader.

The House of Representatives and the Senate comprise Congress. Of the two, it's the former that gets first dibs on the GAB, which is based on the Malacañang's National Expenditure Program (NEP).
Between and August and September, the House scrutinized the P5.768-trillion spending plan through arduous committee hearings and plenary debates. The 300-plus strong chamber passed the 2024 GAB on third and final reading last Sept. 27.

Now, the 24-member Senate must do the same. Afterward, the House-approved GAB and the Senate-approved GAB must be harmonized in a bicameral conference committee hearing, as there would inevitably be differences between the two.
The resulting harmonized measure will be the one sent to President Marcos for his signature. Ideally, before Dec. 25, according to Romualdez.
Failure to have the new GAB signed into law within the calendar year could result in a reenacted budget for 2024--an unsavory scenario for the solons.
