'Convicted' American sex offender barred entry to PH -- BI
A convicted American sex offender was prevented from entering the Philippines through the Mactan-Cebu International Airport last Nov. 13.
The Bureau of Immigration (BI) identified the foreigner as William Calloway Shaw, 68, who arrived in Cebu from Incheon, South Korea. He was found to have been blacklisted by the BI three years ago, it said.
“Shaw was previously denied entry in 2020 based on information obtained from the United States embassy that he is a convicted sex offender," it also said.
The BI said that "in 2007, in the state of Washington, he pleaded guilty to one count of third degree assault and two counts of communicating with a minor for immoral purposes."
Also, BI said that last Nov. 18, another American was denied entry at the Ninoy Aquino International Airport (NAIA) for being an undesirable lian. He was identified as Jared Allen Kasper.
Commissioner Norman Tansingco placed Kasper in the BI's blacklist Oct. 25 after the bureau received a complaint from three Filipinas who accused the American of sexually abusing and exploiting them.
Tansingco said the three Filipinas "how Kasper, after having intercourse with them, would forcibly take pictures of them in the nude, claiming he needs to keep them as souvenirs."
He said he was also told that "some of Kasper’s victims were impregnated but they were all abandoned and disowned by the American.”
