5,183 PDLs freed from BuCor's facilities as of Oct. 31 -- Sec Remulla

A total of 5,183 persons deprived of liberty (PDLs) had been freed from various detention facilities of the Bureau of Corrections (BuCor) as of Oct. 31, 2023, Justice Secretary Jesus Crispin C. Remulla said on Friday, Nov. 10.

The number of released PDLs was disclosed by Remulla in Puerto Princesa City during the launch of the 12th Justice Zone of the Justice Sector Coordinating Council (JSCC) which is composed of the Supreme Court (SC), the Department of Justice (DOJ), and the Department of the Interior and Local Government (DILG).

Remulla said that from July to December last year, BuCor released a total of 3,594 PDLs as he pointed out that the DOJ, through BuCor, has been exerting effots to release qualified PDLs to decongest prison facilities.

“In line with this, we are exploring the possibility of future releases of PDLs even in the absence of post-sentence reports, and to facilitate the widespread implementation of power of the BuCor Director General to release prisoners who have served their sentence, without awaiting court order,” he said. 

Also, he said that an inter-agency technical working group (TWG) has been created upon the instruction of President Marcos “to ease congestion in the country’s correctional facilities, and is expected to extensively study and thereafter submit a Comprehensive Penal Decongestion Plan to be reviewed and approved by the Office of the President by the fourth quarter of 2023.”

The TWG is composed of the DOJ, the BuCor, Department of Budget and Management (DBM), Department of Environment and Natural Resources (DENR), and Department of National Defense (DND).

At the same time, Remulla said "BuCor has commenced preparations for the implementation of a Single Carpeta System which aims to substantially improve the rate by which PDLs are released and to promote transparency in BuCor, BJMP (Bureau of Jail Management and Penology), and other involved Agencies.”

“This undertaking is in partnership with the Governance in Justice program (GoJust) of the European Union with the intention to digitize over 48,000 carpetas in the BuCor. We believe that this would be a major move in prison decongestion,” he explained.

He also said that the DOJ will be participating in the Jail Decongestion Summit that is set to be held in Manila this December 6 and 7.
