The Department of Budget and Management (DBM) said it is committed to provide support to local government units (LGUs) in their efforts to promote green open spaces and infrastructure projects that encourage active mobility.
In a statement on Monday, Oct. 2, Budget Secretary Amenah F. Pangandaman said the DBM has allotted a budget of P2 billion for the Green Green Green Program in the proposed 2024 National Expenditure Program (NEP).
"As mandated by President Ferdinand R. Marcos Jr., our dedication remains steadfast towards the pursuit of holistic and sustainable progress,” Pangandaman said. “We are putting an emphasis on adopting greener economic practices.”
The Local Government Support Fund (LGSF) plans the implementation of the Green Green Green Program, which will provide support to LGUs in their efforts to promote green open spaces and infrastructure projects for active mobility.
The primary objective of the program is to foster the creation of sustainable, livable, and resilient communities for the Filipino people.
This will be achieved through various initiatives, including the construction, rehabilitation, repair, and enhancement of public open spaces such as parks, plazas, and botanical gardens.
Moreover, the Green Green Green Program aims to enhance connectivity and accessibility by establishing green infrastructure. This includes the development of bicycle lanes and racks, pedestrian footpaths and walkways, sports facilities, and recreational trails.
By implementing these green infrastructure projects, the program seeks to facilitate active modes of transportation and promote a healthier lifestyle among the population.
Aligned with the government's sustainability agenda, Pangandaman has expressed her support for the passage of Senate Bill No. 2439, also known as the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act.
Once enacted, the PENCAS framework will establish a comprehensive set of statistics regarding the depletion, degradation, and restoration of natural capital, as well as environmental protection expenditures, pollution levels, and the quality of land, air, and water.
It will also account for environmental damages and adjusted net savings.
PENCAS is expected to facilitate the implementation of tools and measures that contribute to the protection, conservation, and restoration of ecosystems.
By doing so, it aims to address the disproportionate impact of environmental disasters on the impoverished and vulnerable sectors of society.
Pangandaman emphasized the need to halt this cycle, underscoring that neglecting the environment undermines the efforts toward achieving the Agenda for Prosperity.
Furthermore, the Philippine Statistics Office will assume overall responsibility for institutionalizing and progressively implementing PENCAS in accordance with internationally recognized standards, such as the System of Environmental-Economic Accounting. (Gabriell Christel Galang)
