Comelec issues urgent memorandum asking poll officers to explain missing COCs

The Commission on Elections (Comelec) has issued an urgent memorandum asking the Provincial Election Supervisors (PES) to explain the cases of missing certificates of canvass (COCs) that occured during the canvassing of votes of the House of Representatives and Senate.

The urgent memorandum dated May 26, 2022 signed by Comelec Chairman Saidamen Pangarungan asked the PES of Pampanga, Sultan Kudarat, Surigao Del Sur, Sulu and Cagayan De Oro to explain in 48 hours why no disciplinary action should be taken against them for the incident.

The said memorandum was also addressed to the Election Officers (EO) of Manila and Mandaluyong.

"In the canvassing for the votes for President and Vice President undertaken in a joint public session of the Senate and the House of Representatives, it was found that the ballot box from your provinces or cities or cities did noy yield the required certificates of canvass," the document stated.

"This omission has put into question the professionalism of the Comelec," it added.

Commissioner Marlon Casquejo stated during a press briefing on Wednesday, May 25 that the COCs were inadvertently not placed inside the ballot box intended for the Congress sitting as the National Board of Canvassers (NBOC).

For whatever reasons, he said that it's not acceptable to them because it's part of our General Instructions (GI) stated in their resolution that the first copy should be put in the ballot box intended for the NBOC.

Casquejo also mentioned that they will look into the incident on how it transpired whether it was due to fatigue or whatever reason. Yet he stated that it is not an excuse for them since it's one of the clear jobs of the PES.
