House condoles with bereaved Recto family


A resolution expressing the House of Representatives' profound condolences to the family of the late former Batangas vice governor Richard “Ricky” Recto was adopted by the chamber on Wednesday night, Dec. 14.

Former vice governor Recto passed away last Dec. 6, 2022 at the age of 59.


Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose "Mannix” Dalipe, Minority Leader Marcelino Libanan, Senior Deputy Majority Leader Ferdinand Alexander Marcos, and Tingog Party-list Reps. Yedda Marie Romualdez and Jude Acidre filed the subject measure, House Resolution (HR) No.648.


The resolution noted that Ricky Recto followed his family’s tradition of service to the country spanning three generations.


He was born on Dec. 11, 1962 to parents Carmen Gonzales and Rafael Recto, a former member of the Regular Batasang Pambansa.


He was the grandson of former Senator Claro M. Recto and brother of Deputy Speaker and Batangas 6th district Rep. Ralph Recto.


Apart from serving the public in his capacity as a local official, the resolution also cited the honor Ricky Recto brought to the nation as an athlete.


“The best shooter in the family of avid gun enthusiasts, Ricky Recto was likewise a national athlete who brought honor to the country when he won a gold medal in the trapshooting event at the Southeast Asian Games,” the resolution said.


Ricky Recto’s demise, HR No.648 noted, will leave a void in the hearts of his family, friends, and the people of Batangas whom he had served.


“Now, therefore, be it resolved by the House of Representatives to express Its profound condolences to the family of Richard “Ricky” G. Recto, former vice-governor of the Province of Batangas and the brother of Deputy House Speaker Ralph G. Recto,” the resolution stated.


The House will give a copy of the resolution to the Recto family.
