Police want apartment renters to secure barangay clearance to tighten drug watch


CEBU CITY -- A clearance from the barangay should be secured first before an individual will be allowed to rent an apartment or stay in a boarding house.

This is the measure that the Cebu City Police Office (CCPO) will suggest to the City Council as part of its anti-criminality campaign.

The CCPO is hoping that such a measure will be turned into an ordinance so that the police can easily monitor possible illegal activities in every barangay, said Lt. Col. Wilbert Parilla, deputy city director for administration of CCPO.

Parilla said a renter of an apartment or boarding house should present necessary documents that will be later forwarded to the barangay for the issuance of a clearance.

“If they cannot produce documents that will be asked from them, they cannot rent,” said Parilla.

The crafting of ordinance that will regulate the operations of apartments and boarding houses in the city will be lobbied to the city council through Councilor Philip Zafra, said Parilla.

Zafra is the chairman of the council’s Peace and Order Committee.

“The presence of such ordinance will allow police to monitor all residents including students and workers in every barangay,” said Parilla.

Parilla said the measure will strengthen the police anti-criminality campaign.

Parilla cited the recent anti-illegal drug operation in Barangay Bacayan where three suspected drug pushers were arrested.

He said the suspects moved from one place to another that made it difficult for the police to arrest them.

Parilla said it has been the practice of drug suspects to move from one barangay to another so that their activities will not be detected by the police.

“This will definitely help in our campaign to reduce the illegal drug problem in the city,” said Parilla.
