2nd arrest for 'fake' dentist

The National Bureau of Investigation (NBI) has re-arrested a “fake dentist” who was first nabbed in 2021 for practicing dentistry without government license.

In a statement, the NBI said Blanca Perjes Capisonda-Lobusta, also known as “Tita Cosa,” was arrested in Lucena City by agents of the NBI’s Lucena District Office (NBI-LUCDO).

It said Lobusta was arrested while doing a dental home service.

“Seized from the Subject were dental equipment such as mouth mirror, dental aspirating syringe, topical anesthetic agent, licodine carpule, dental forcep, cowhorn dental forcep, surgical hand instrument, short needles, and local anesthetic agent,” the NBI said.

It said Lobusta was arrested after she received the marked money and was about to administer anesthesia to the NBI agent who acted as poseur-patient.

“Subject was presented for inquest proceedings before the Inquest Prosecutor of Lucena City Prosecutor’s Office for violation of Republic Act No. 9484, the Philippine Dental Act of 2007,” it said.

The NBI also said it conducted an entrapment operation based on verified reports that a certain “Tita Cosa” was engaged in illegal practice of dentistry in Lucena City.

“Having no dental clinic, Tita Cosa was doing home service by treating patients in their respective houses. Aside from tooth extraction, she was also making complete dentures and removable partial dentures for some of her patients,” it said.

A verification from the Professional Regulation Commission (PRC) showed that Lobusta is “not a holder of valid certificate of registration and professional identification card in Dentistry, and her name is not included in the roster of registered dentists in the Philippines,” it said.

“It was further revealed that Subject was previously arrested by elements of Criminal Investigation and Detection Group (CIDG) on March 16, 2021 for the same offense in which she was under probation,” it added.
