Remulla to seek P2.5 billion budget for prison facility in Mindoro for heinous crime convicts

The Department of Justice (DOJ) will seek from Congress a budget of P2.5 billion in 2023 for the construction of a prison facility in Sablayan, Occidental Mindoro to house persons deprived of liberty (PDLs) who are convicted of heinous crimes.

“I’m asking for 2023 P2.5 billion for Sablayan,” Remulla said during the Kapihan sa Manila Bay forum on Wednesday, Aug. 24.

At the start of his DOJ tenure, Remulla revealed his plans to transfer to the Sablayan Prison and Penal Farm (SPPF) in Occidental Mindoro the inmates of the Maximum-Security Compound of the New Bilibid Prison in Muntinlupa City.

During the forum, Remulla said he has already started talking with the Department of Public Works and Highways (DPWH) about the prison facility that will rise in Sablayan.

“I coordinated with the DPWH kung pwede (if it can) if we can have a design for the prison in Sablayan and a schedule of activities so we can build the maximum-security prison in Sablayan,” he disclosed.

“I want that sana kung matatapos namin yang schedule na yan within the first 100 days (we can finish the schedule during my first 100 days in office). I would be very happy with that,” he said.

Should the budget be approved, Remulla assured that the project will still undergo competitive public bidding and awarded to the bidder with the best offer to erect the facility.

During his visit at the Bureau of Corrections (BuCor) headquarters in Muntinlupa City last Aug. 9, Remulla informed prison officials of his plans on SPPF.

“Marahil angkop ito sapagkat sa kanyang lokasyon, sa kanyang layo, sa laki ng lupa (I think this is the proper place because of its location, distance, and the size of the land),” he told BuCor officials during his visist.

“Marahil panahon na na tingnan natin ang iba’t ibang resources ng BuCor upang mailagay sa tama ang lahat (I think it is timely that we should look into the various resources of the BuCor to make everything right),” he pointed out.

Remulla said that prior to his assumption to the top DOJ post, he already visited the SPPF as a possible site where inmates of NBP’s Maximum Security Compound could be transferred.
