NBI implements major reorganization

The National Bureau of Investigation (NBI) underwent a major reorganization “to be more effective and responsive to the increasing demands of investigative and intelligence functions.”

In a statement issued on Tuesday, Aug. 23, NBI Director Medardo G. De Lemos said “the new structure is in line with the new NBI Reorganization and Modernization Law under Republic Act No. 10867.”

De Lemos stressed that “the new leadership structure of the NBI vows to uphold its commitment to exert relentless efforts and give quality public service with utmost integrity, emphasizing that the reshuffle of officials to new positions will infuse vigor to cater to the expanding functions of the NBI in solving cases of criminality.”

Under the reorganization, De Lemos designated Deputy Director Antonio M. Pagatpat as the new Deputy Director for Administration (DDA) and Assistant Director Jose Justo S. Yap as officer-in-charge of the Office of the Deputy Director for Operations (ODDO).

NBI spokesperson Ferdinand M. Lavin has been named as acting regional director of the MIMAROPA (Region IV-B composed of the provinces of Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan) regional office.

Under the Office of the DDA-ODDA, De Lemos named Vicente A. De Guzman III as Assistant Director for Comptroller Service (ADCS); lawyer Leo Edwin D. Leuterio as Assistant Director for Human Resource and Management Service (ADHRMS); lawyer Rustico Q. Vigilia as officer-in-charge of the Office of the Assistant Director for Legal Service (OIC-OADLS); and Assistant Regional Director (ARD) Victor V. Lorenzo as officer-in-charge of the Office of the Assistant Director for Information and Communications Technology Service (OIC-OADICTS).

At the ODDO, De Lemos placed three officials, namely: Jose D. Doloiras as Assistant Director for Investigation Service (ADInvS); Assistant Regional Director Roel S. Bolivar as officer-in-charge of the Office of the Assistant Director for Intelligence Service (OADIntS); and Dr. Rommel T. Papa as officer-in-charge of the Office of the Assistant Director for Forensic and Scientific Research Service (OADFSRS).

De Lemos also re-assigned the heads of the bureau’s various regional offices.

Re-assigned were ARD Rommel J. Vallejo who has been designated as acting regional director of the National Capital Region (NCR); lawyer Janet M. Francisco as regional director of the Cordillera Administrative Regional Office (CAR); Hector Eduardo M. Geologo as regional director of Ilocos Regional Office (IRO); Arcelito C. Albao as regional director of the Cagayan Valley Regional Office (CAVRO);

ARD Eleanor Rachel M. Angeles as acting regional director of the Central Luzon Regional Office (CELRO); Angelito DLP. Magno as regional director of CALABARZON; ARD Olivo A. Ramos as acting regional director of Bicol Regional Office (BRO); Manuel George A. Jularbal as regional director of the Western Visayas Regional Office (WEVRO); Rennan Augustus T. Oliva as regional director of the Central Visayas Regional Office (CEVRO);

Emeterio A. Dongallo Jr. as regional director of the Eastern Visayas Regional Office (EVRO); Moises B. Tamayo as acting regional director of the Western Mindanao Regional Office (WEMRO); Patricio S. Bernales Jr. as regional director of the North Eastern Mindanao Regional Office (NEMRO); Gelacio D. Bongngat as regional director of the South Eastern Mindanao Regional Office (SEMRO);

Claro S. De Castro as regional director of the Central Mindanao Regional Office (CEMRO); Sally Hans C. Barbaso as acting regional director of the CARAGA Regional Office; and Victor John Paul H. Ronquillo as regional director of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Regional Office.
