BuCor to submit weekly records of PDLs qualified for release

The Bureau of Corrections (BuCor) has targeted a weekly submission of 500 carpetas, prison records, to the Board of Pardons and Parole (BPP) to expedite the processing of persons deprived of liberty (PDLs) who may be qualified for release under the good conduct time allowance (GCTA).
GCTA, under Republic Act No. 10592, allows for a reduction of sentences of persons deprived of liberty for good conduct during their detention. The law does not cover PDLs who were convicted of heinous crimes.
“Ang Management Screening and Evaluation Committee (MSEC) ng mga BuCor Security Compounds sa buong Pilipinas ay nagsagawa ng GCTA Marathon kung saan sila ay patuloy na nagpapatupad ng malawakang pagcompute ng GCTA ng mga PDL at ito ay naglalayong makapagsumite bawat linggo ng hindi bababa sa limang-daang (500) carpeta sa Board of Pardons and Parole (BPP) (The MSEC of the BuCor Security Compounds across the nation has started a GCTA marathon wherein an intensified computation of the GCTA of PDLs has been conducted with the aim to submit 500 carpetas to the BPP every week),” BuCor said in its social media post.
“Layunin nito ang tumpak, maayos, at mabilis na proseso ng GCTA computation ng ating mga PDL para sa agarang paglaya ng mga ito (It aims to have an exact, orderly and fast processing of GCTA for the early release of inmates),” it said.
Justice Secretary Jesus Crispin C. Remulla had said that BuCor’s prison facilities are congested by 330 percent.
As of April 11, 2022, BuCor’s seven prison facilities have a total population of 48,991 PDLs.
Because of the congestion problem, Remulla has ordered a speedy digitization of prison records. “We are pushing that double time,” he said.
He lamented that carpetas remain to be done manually. Thus, he said, the carpetas have to be digitized for easier and speedier use by agencies which need them like the BPP.
